TOWN COUNCIL MEETING
September 27,
2011
CALL TO ORDER: The Town Council President Brian Hayes called
the Town Council meeting to order at 6:10 pm.
Attendees: Lyle
Torrence, Josh Kope, Ed Miller
MINUTES: Hayes moved, seconded by Kathy Kope to approve
the minutes of the August 23, 2011 council meeting.
FIRE: The MDA boot drive was very successful this
year raising $1,100.00. An application has been submitted for FEMA Assistance
to Firefighters Grant (AFG) for communications. This will be used, if awarded,
to meet the narrow banding mandate of the FCC and includes base station, mobile
and portable radios, and pagers. The Grant request was for $69,200.00 with a 5%
($ 3,460) match. The Fire Department would like to do a trick or treat street
dance on Saturday night, October 29. Permission granted. The Police Department
has been approved to receive a used Hurst “Jaws of Life” and this will be added
to the Fire Department Equipment. A representative of Lutheran Hospital has
indicated that the department might possibly receive a used ambulance. It is free
and would be used to replace the current rescue truck. The truck from them will
be a little bigger and will have a heavier chassis so it will not be
overloaded. There have been 4 calls for
the month of September so far:

MARSHAL: 1 warning, 17 citations, 9 incident Reports, 2
Other Agency Incidents, and 3 abates were issued. The Marshal will be released
from medical stipulations on October 1.
UTILITY DEPARTMENT: Auburn Tree Service
will be falling three trees and removing stumps in the first week of October.
Location: 616 Second Street, 115 East Shumaker Street, and 121 East Shumaker
Street. Steve Smith complained about low
branches over the sidewalks on Main Streets and would like to have these
trimmed, as well. Water and sewer service lines have been installed for the
South Milford Grain Company locomotive maintenance facility. Ed Miller will be attending a safety seminar
at the Kruse Museum in Auburn, Indiana on October 17 2011. IPEP (Indiana Public
Employers Plan) will host the event. Ed Miller will also be attending a
training class on fire hydrants and water service equipment in Shipshewana,
Indiana on October 26 2011.Utility Supply Company will be hosting this event.
CLERK’S REPORT This year Halloween falls on a Monday on October 31.
Recommend Trick-Or-Treat be held that day from 5:00 p.m. to 7:00 p.m. New
(used) furniture is being installed in the offices. We would like to put unused items up for
sale. Permission was given by the council. The Clerk-Treasurer will be
attending a State Board of Accounts district meeting, October 20, in
Middlebury. Budget adoption and the next Town Council meeting are scheduled for
Tuesday, October 25.
TOWN MANAGER: 4 purchase orders
were issued in September (August 15 – September 18) for $ 60,301.80, the
majority for the Redevelopment Commission and for street repairs with a total
of 68 purchase orders worth $ 252,454.90 for the year to date. In August, there
were 2,730 visits to 4,847 pages on the Hudson web pages. Ammonia for the month
of August was 57.1, down from the prior month on 679,000 gallons of monthly
waste water flow, 7,392,000 total flows for the year. Pulver Asphalt Paving,
Inc. continues the street repairs. Homer
Eash will be crack sealing all streets except west Parsonage and Noll Streets
through October 30. Purchase order has been released for the extension of 3
phase power to the South Milford Grain property. Water, waste water, and road construction are
completed. NIPSCO is refining their
estimates for natural gas service. Surveys
and legal descriptions are required for easements for the gas line right of way. During
the survey for the gas line easement, it was discovered that Shenkel Drive from
State Road 4 north and around the curve to the end of the potato barns was
never deeded or recorded as a town street.
A survey is being conducted to correct this and have a deed executed by
the owners with the Town accepting it as a street. The new street in the western
industrial area requires a name. The
Town Council also needs to accept this new street as a street of Hudson and
also accept the extension of Depot Street to the west. Hayes motioned, seconded
by Kope to accept the unnamed street and West Depot extension. The acreage on
the west that is not being used should be put up for bids for farming. The Town
Manager was to seek bids. The house will be vacant on November 1. It belongs to the Redevelopment Commission
and could be rented. There will be a need to have a meeting of the
Redevelopment Commission to discuss these matters. The inquiry concerning the
remaining 37.5 acres of land on the west of Hudson for a project involving a
cable manufacturer did not develop. The
company decided to expand at their current location. There have been numerous requests to rent the
man lift. I would suggest that the
Council establish a policy. There is a Port Authority meeting Thursday at 4:00
in the Steuben County Community Center. October 4, 2011 will be the
groundbreaking for future expansion of Cameron Hospital.
