TOWN COUNCIL MEETING

NOVEMBER 22, 2011

 

CALL TO ORDER:  President Brian Hayes called the Town Council meeting to order at 6:04 pm.

MINUTES: Kope moved, seconded by Hayes to approve the minutes of the October 25, 2011 council meeting

 

FIRE DEPARTMENT:   Town Wide Santa will be held on December 3 at 5:00 p.m. at the town hall. The Christmas auction was successful on November 5, with a profit of $1,193.00. Two new carbon monoxide meters were ordered due to the existing ones being removed from service. The total cost was $321.99. Two helmets have been ordered to replace two that were broken on fire scenes. The cost of these helmets is $420.97. There is a commercial Maytag washer to be picked up, for free, at DRMO Selfridge. The property at 206 W Zonker St. is still under investigation by the State Fire Marshal.  Efforts are being made to have it released as it is a safety hazard and the insurance company needs to remove it. The department had 8 calls for the month of November so far:

MARSHAL:  There were:  13 warnings 17 citations, 19 incident reports, 5 other agency reports, and 2 arrests and 1 abate for the month. There were no awards for 2010-2011 OPO.

 

UTILITY DEPARTMENT: The leaf vacuum was picked up from the Northeastern Solid Waste District and used for a short period of time when the machine developed a shut down problem. The unit was returned to (NSWD) for repairs. Within a few days the town was informed that (NSWD) had purchased a second leaf vacuum unit and offered it for the town’s uses in order to finish the leaf pickup. Northeastern Solid Waste District has made an offer to receive any leaf or brush that the town cumulates at its west of Ashley, Indiana location.   Up- to-date pricing on Geo-salt and Salt/Sand mix for the year of 2011:  All prices are set for 20 ton or more order. There will be an additional delivery charge of  $ 60.00 for least then 20 tons. 

·        Geo-Salt prices are the same as last year @ 110.00 per ton.

·        Regular Salt prices stay the same         @   90.00 per ton.

·        Geo-Salt/ Sand mix 60/40 percent blend @ 75.00 per ton.

 

CLERK’S REPORT: The Town Offices will be closed Thursday, November 24 for Thanksgiving and on Friday, November 25. The next Town Council meeting is scheduled for Tuesday, December 27 but this may change due to end of the year matters.

 

TOWN MANAGER:  7 purchase orders were issued in November (October 24 to November 20) for $1,972.00, with a total of 87 purchase orders worth $ 261,233.65 for the year to date. In August, there were 2,732 visits to 5,415 pages on the Hudson web pages.  Ammonia for the month of October was 41.5, down from the prior month on 979,000 gallons of monthly waste water flow, 9,117,000 total flows for the year. 3 phase power to the South Milford Grain property has been completed but is still awaiting setting of transformer.  NIPSCO has refined their estimates for natural gas service and the service lines to the edge of the South Milford Grain property will be run for free. There is still some negotiation between NIPSCO and LP Investments. The Indiana Economic Development Corporation has determined the area west of town to be “shovel ready”.  This should aid in its development and there will be some cost of the preparations returned to the town. Nate Walker has indicated an interest in serving on the Redevelopment Commission.  The appointment requires the Town Council approval. Brian Hayes motioned to appoint Nate Walker to the Hudson Redevelopment Commission.  Kathy Kope seconded the motion. Vote was unanimous.  The “construction” loan for the site west of town needs to be converted to a loan.  The interest rates proposed by Farmers State Bank are:

                1 year adjustable 2.99%, indexed to the 1 year T bill plus 2.8%

               3/3 adjustable of 3.49%, indexed to the 3 year T bill plus 2.9%

                5/5 adjustable of 4.59%, indexed to the 5 year T bill plus 3.5%

Hayes motioned, seconded by Kope to convert the “construction” loan to a 3/3 adjustable of 3.49%. Indexed to the 3year T bill plus 2.9%.  Motion carried. During the survey for the gas line easement, it was discovered that Shenkel Drive from State Road 4 north and around the curve to the end of the potato barns was never deeded or recorded as a town street.  A survey was conducted to correct this and the Town’s attorney is preparing a deed to be executed by the owners with the Town accepting it as a street. The new street in the western industrial area requires a name.  The streets have been provided to INDOT for inclusion in the Town’s street inventory. The house in the Redevelopment Area west of town is not yet vacant.  However, the water has been shut off. The policy on the use of the Town’s equipment is being prepared.

*November 22, 1963 – In Dallas, Texas, US President John F. Kennedy is assassinated and Texas Governor John B. Connally is seriously wounded. Suspect Lee Harvey Oswald is later captured and charged with the murder of both the President and police officer J. D. Tippit. Oswald is shot two days later by Jack Ruby while in police custody.
