TOWN COUNCIL MEETING

FEBRUARY 28, 2011

 

CALL TO ORDER:  The Town Council President Brian Hayes called the Town Council meeting to order at 6:35 pm.

Attendees:  Bill Ebert, Ed Miller, and Mark Phillips

 

.MINUTES:  Kathy Kope moved, seconded by Steve Smith, to approve the minutes of the January 24, 2011 council meeting.

 

FIRE DEPARTMENT   The Hudson little league baseball and softball will have sign-ups on March 5th from 8:00 a.m. to 11:00 a.m. at the fire station. Hudson Volunteer Fire Department will be serving breakfast from 7:00 a.m. to 11:00 a.m. The Fire dept has the training requirements completed in ice water rescue now, so we will be responding on all water related emergencies with the county dive team. So far for the month of February there have been 11 calls.

MARSHAL:  There were: 3 citations, 2 incident reports, 1 other agency incidents for the month. The Laptops with eCWS ticketing, ARIES Crash Reporting, and Spillman Law Enforcement Records have been installed in both police cars.

UTILITY DEPARTMENT:  As of today’s date there has been additional 40 tons of geo-salt and sand mix ordered bringing the year’s end total to 120 + tons ordered. There have been 24 additional radio read meters installed in the month of February bringing the total to 146 radio read meters installed to date. An illegal sewer connection was found at 304 Second Street while a new water meter was being installed. The illegal connection was addressed to the resident to be disconnected. The hood on the town tractor has been damaged and needs to be replaced. We have received a price quote from Hal Mark Rental of $436.54 total and we are still waiting on a quote from AIM in Ashley.

CLERK’S REPORT:  The 2010 Cities and Towns Annual Report has been completed, submitted to the State Board of Accounts and published in the paper.   All other end-of-the-year reports are also completed.  The next Town Council meeting is scheduled for Monday, March 28.

TOWN MANAGER: 10 purchase orders were issued in February (January 17 to February 13) for $4,539.63 with a total of 15 purchase orders for a total of $8,421.62 for the year. In January, 2011, there were 2,815 visits for 5,752 on the Hudson web site.  Ammonia for the month of January was 58.1, up from the prior month of 56.8, on 684,000 gallons of total waste water flow.  Two persons have indicated a desire to lease the approximate 10 acre town property at the corner of SR 4 and Noll Street for farming uses.  One has offered $300 total and another $75.00 per acre.  The Town Council agreed to accept the $75.00 per acre.   Five companies were contacted to submit proposals on pumping of septic tanks for the next 3 years.  The responses are: Eyster Excavating:  $120.00 per tank, Shorty’s Sewer Service Inc.:  $280.00 per tank, Eric Milleman’s Waste Water Professionals:  $85.00 per tank, Perkin’s Septic Service:  $100.00 per tank and Dilt’s Sewer Service Inc.: no response.  Hayes motioned to accept Millikan’s bid. Council unanimously agreed.

There is the annual requirement for an appointment to the board of Region 111A.Town Manager Ward Odom was appointed to represent the Town of Hudson.  There has been a resignation for the Planning commission and two from the Board of Zoning Appeals.  New appointments will need to be made.  The Town Manager will look into this and the criteria that need to be met.  There have been several meetings concerning the Trine University proposal.  Currently, one item holding up a commitment by the county has been financial support from the towns and city.  The city of Angola has indicated a 7 figure commitment and Fremont has indicated approximately $25,000.  Hamilton has indicated that they will find some funds.  The Town Manager suggested that the Town commit $4,500 over a 3-year period at $1,500 per year.  After a brief discussion, Hayes motioned, seconded by Kope to commit $4,500 over a 3 year period to the Trine University proposal at $1,500 per year.  Motion passed.

OLD BUSINESS: None

NEW BUSINESS:  Mark Phillips inquired about offices be made in the fronts of his buildings and apartments in the back like Ashley has done with their empty store fronts.  The president referred Phillips to the Planning Committee. 

 

CLAIMS:  Claims were approved and signed.

 

ADJOURNMENT:  Motion made by Brian Hayes, seconded by Kathy Kope to adjourn.  Meeting adjourned at 6:50 p.m.
