TOWN COUNCIL MEETING

December 26, 2011

 

CALL TO ORDER:  President Brian Hayes called the Town Council meeting to order at 6:00 pm.

Attendees:   Marlene Smith, Bill Ebert, Gary Kope, Robin Hayes, Ed Miller, Phil Dawson. Joshua Odom, Sarah Odom, and Jennifer Pence

 

MINUTES: Kope moved, seconded by Hayes to approve the minutes of the November 22, 2011 Council Meeting

 

FIRE DEPARTMENT:   Wrapping up the year we have achieved many goals this year and are looking forward to moving ahead even further. We would like to give our thanks to the current Town Council, Town Manager, and Clerk Treasurer for all of your help this year. Without your help, some of our achievements we have reached would have been tough to reach. A large capacity, commercial Speed Queen washing machine has been received through the Hudson Marshal’s Dept. Because of its electrical requirements, a phase converter is required to have this equipment operational. This washer being a lot larger than the former household washer and will clean a lot more gear at one time and do a much better job. A phase converter would also allow the cascade system to be brought up and going. 2 new Carbon Monoxide meters were ordered as the old ones were removed from service due to failure. Both were purchased for $ 321.99. These meters were delivered and are in service. The helmets have been delivered and are in service. There were 6 calls for the month of December, so far,

MARSHAL:  20  Citations  20 Incident Reports, and 1 Arrests were made during the month  

 

UTILITY DEPARTMENT: The Hudson utility department has acquired a 6x6 military built dump truck from the (DRMO) in Lansing, Michigan. This unit will be a benefit for the town in times when needed. The snow plows and salt spreader have been installed on the town trucks and are ready for the annual snow fall season. The water and sewer service lines have been marked from Schenkel Drive and west to the right away area of the South Milford maintenance facility for the installation of the new (NIPSCO) natural gas service line. 

 

CLERK’S REPORT: Town Offices will be closed Monday, January 2 for New Year’s Day. An Adjusting Resolution for Motor Vehicle Highway Fund was presented to the council. The amount of $1,372.89 to be moved from Emergency Help to Superintendent ($612.00), Town Manager ($61.20) FICA ($311.95) and Health Insurance ($387.74). Kathy Kope motioned, seconded by Steve Smith. Unanimous approved.  The Council needs to approve the Salary Ordinance for 2012. Kope motioned to accept, seconded by Smith.  2012 Salary Ordinance passed. The new Clerk-Treasurer will be attending the IACT Boot Camp for newly elected officials in Indianapolis on January 9-11. The next Town Council meeting is an organizational meeting and needs to be scheduled by the incoming Council members. The incoming Council members set January 2, 2012 at 6:00p.m.

 

TOWN MANAGER:  9 purchase orders were issued in December (November 21 to December 18) for $ 3,055.25, with a total of 96 purchase orders worth $ 264,288.90 for the year. In November, there were 2,897 visits to 6,179 pages on the Hudson web site. Ammonia for the month of November was 41.2, down from the prior month on 1,122,000 gallons of monthly waste water flow, 10.239,000 total flows for the year. The South Milford Grain Company is applying for a 10 year, declining, tax abatement on the property and improvements. Kathy Kope motioned, seconded by Hayes to seek the declining tax abatement. Motion carried. The South Milford Grain property is still awaiting setting of transformer.  NIPSCO’s contractor has begun installing the service line for natural gas service to the edge of the South Milford Grain property.  The resident north of there has been contacted about the availability  The Town’s attorney has prepared a deed to cede the property of Shenkel Drive from State Road 4 north and around the curve to the end of the potato barns and recorded as a town street.  It has been forwarded to Cold Heading Co., Inc. The new street in the western industrial area requires a name.  The streets have been provided to INDOT for inclusion in the Town’s street inventory. The house in the Redevelopment Area west of town is not yet vacant.  However, the water has been shut off. The policy on the use of the Town’s equipment is being prepared.

 

OLD BUSINESS: None

 

NEW BUSINESS:  Kathy Kope motioned to have Ward Odom, Town Manager to be the Redevelopment Region III liaison. Hayes seconded the motion.  The Clerk-Treasurer swore in the new incoming Town Council members: Kathy Kope, Steve Smith, and Phil Dawson.

 

CLAIMS:  Claims were approved and signed

 

ADJOURNMENT:  Motion made by K. Kope, seconded by Steve Smith to adjourn.  Meeting adjourned at 6:30 p.m.
