CALL TO ORDER: The
Town Council President Brian Hayes called the Town Council meeting to order at
6:30 p.m.

moved, seconded by Steve Smith to approve the October 23, 2009 minutes. Motion carried
FIRE DEPARTMENT: The 5 inch hose and
hydrant adapters are in and on the trucks. I would again like to thank the town
for the purchase of this much-needed equipment. On December 5, 2009, the Hudson
Volunteer Fire Department is having the town wide Santa and dance starting at 5:00
p.m. at the Town hall. Santa will arrive around 5:30 p.m. There were 2
incidents for the month of November, and both were medical assist calls. Run volume for 2009 appears to be lower than
2008 by approximately 5 runs.
MARSHAL: During the month of October, fourteen (16) warnings were issued,
eight (14) citations, twelve (13) incident reports plus five (5) other agency
incidents and (2) two arrests. Several Hudson residents have left their
vehicles unlocked and items have been taken.
The marshal reminded those present to lock their vehicles. At the OPO Banquet, the Hudson Police
Department won a new 2010 Ford police car with lights, siren, radar, and
numerous other features. Information is being gathered on graphics and other
things to get the car is service as quickly as possible. A motion was made by
Kathy Kope, second by Brian Hayes, unanimous, approving the purchase of a
graphics package. A question was raised concerning the extra vehicle. A motion was made by Brian Hayes, seconded by
Kathy Kope, unanimous, for the Marshal to sell it as a police car.
UTILITY DEPARTMENT : An emergency contingency plan is being
developed for the Hudson water system to provide a planned approach for
handling emergency and disaster situations. The snow plows and salt spreader
have been serviced and are ready for the season. The town wide leaf pickup is
complete for this season and the leaf vacuum will be available on the first and
the fourth week of November, 2010.
CLERK‘S
REPORT: The clerk-treasurer presented the 2010 Salary
Ordinance for adoption. No changes were
made except for the firefighter which is under the SAFER Grant. A meeting was
held concerning the Major Move Investments.
Investments have been made in laddered insured bonds and certificates of
deposit which should yield an average rate of approximately 2.5% for the Major
Moves fund. The next Town Council
meeting is scheduled for Friday, December 25, Christmas Day. Wednesday, December 30, 2009 was recommended.
A motion by Hayes, seconded by Kope to change the date to December 30th
was made and passed unanimously.

purchase orders were issued in November (October 19 – November 22) for $
9,369.05. Total for year to date is 73 purchase orders for $49,457.58. In
October, there were 3,980 visits for 6,488 pages on the Hudson web site. In
November, there were 2711 visits to 5002 pages. Year to date, visits are up but
the number of pages viewed is down. Ammonia through the end of October averaged
43.7/mgl on 11,267,300 gallons of total flow for the year, for October, 51.2 on
a 31,323 daily average. Through November, ammonia averaged 42.2/mgl on
12,047,300 of total flow and 53.8 on a 26,000 daily average for the month. There
has been no word yet on any of the remaining grant applications. Railroad
crossing grant is closed and funds have been received. The annual review of the
fire department insurance was held with the agent, Paul Zilz, on December
3. The 1996 Dodge Dakota was added to
the policy since it appears that this insurance is cheaper than the Town’s
policy. Other than that and inflation adjusted factors; no changes were made in
coverage. Estimated premium is $ 14,669
and 2010 General Fund has a sufficient appropriation. The BZA on November 9
approved the variances for the signs at the Dollar General. Only issue was set back on the pole sign.
However, as of mid November, the property had not been sold to R. S. Smith and
Associates, agent for Dollar General.
Miller Sign has submitted a location permit for the sign but it has not
yet been approved. Planning Commission is attempting to complete the review of
the Comprehensive plan via email rather than meetings. “Shovel ready”
industrial site: Everything is complete for the application except for a site
preparation estimate

SESSION REOPENED:
President Hayes called the Town Council back into session at 6:42
p.m. Following discussion of the needs
of the fire department and the police, Hayes motioned, seconded by Kathy Kope,
for the Marshal to negotiate a price and purchase a Jeep Commander. After the vehicle is in service, the Dodge
Ram 1500 truck will be transferred to the fire department. Motion passed
unanimously.
