TOWN COUNCIL MEETING

August 28, 2009

 

CALL TO ORDER:  Town Council President Brian Hayes called the Town Council meeting to order at 6:40 p.m.

MINUTES:  Motion made by Brian Hayes, second by Kathy Kope to approve the July 24, 2009 minutes.   Motion carried.

 

FIRE DEPARTMENT   We still have not heard back from Tim Reed on our ISO audit results.  The Tanker and Engine was pump tested on August 24 with very good results. There are a few minor issues that will need to be addressed when the test results come back.  We have added another firefighter to our roster, which is Phil Dawson. Phil has many certifications two being EMT-B and an Instructor, which will be a very good asset to the department. We would like to welcome Phil aboard. We also added a Junior Firefighter to the roster, Justin Pence. We would also like to welcome Justin aboard. We had a total of 8 incidents so far for the month of August; these incidents were for the following

·    1 Illegal Burn

·    3 structure fires (mutual aid)

·    1 Fire Department stand by

·    1 Residential Fire Alarm

·    2 Medical Assist calls

·     

MARSHAL: OPO Blitz 60 will be in force from August 21st to September 7, 2009.  The Marshal will be attending the Law Enforcement Expo in Columbus, Ohio on August 31 and September 1.  The month’s activity included: 6 warnings, 5 Citations, 16 incident reports, 8 other agency incidents, 4 arrests, and 2 abates issued.

 

UTILITY DEPARTMENT:   The storm water drainage work being done by the county surveyor at Parsonage and 4 Street, West Wabash and 3 Street.  The property on the north east of the railroad track at Main Street is done with the exception that more work may have to be done later on to the drainage north of the tracks.  The hydraulic problem has been resolved on the John Deere tractor. A rubber hydraulic manifold was damaged causing air to be drawn into the system and creating the jerking motion with the front end loader.

 

CLERK‘S REPORT: As part of the budget process for this year, there were reductions in the appropriations for 2009. The appropriations being reduced are in the General and Cumulative Capital Development Funds. The clerk-treasurer read a Resolution for the purpose of reducing appropriations in the General Fund and in the Cumulative Development Fund for the budget year 2009. The General Fund reduced appropriations in the General Fund by $36,993. The Cumulative Capital Development Fund was reduced by $4,196 in the Motor Vehicle Appropriation.  Kathy Kope moved, seconded by Brian Hayes to pass this resolution. The Census Bureau has requested a proclamation of support for the 2010 Census. The clerk-treasurer read a PROCLAMATION that the Town of Hudson is committed to partnering with the U.S. Census Bureau to help ensure a full and accurate count in 2010 Census. Brian Hayes moved, seconded by Kathy Kope to accept this proclamation. The first half of the property taxes was received on Friday, August 21.   The next Town Council meeting and the Budget Adoption is scheduled for Friday, September 25, 2009. 

 

TOWN MANAGER:  Nine purchase orders were issued in August (July 20 to August 23) for $1,949.08. Total for year to date is 54 purchase orders for $30,112.57. In July, 2009, there were 4,025 visits for 7,590 pages on the Hudson web site; not bad considering the web site was corrupted for about 20 days of the period. Ammonia through the end of July averaged 39.3/mgl on 8,663,300 gallons of total flow. Drainage work continues. A community service worker is repainting some of the park equipment, the front of the Town Hall, and fire hydrants over the next few weeks.  He has started in the park. There has been no word yet on any of the grant applications except for the COPS grant.  It did not meet the scoring (population) levels. A Planning Commission meeting is scheduled for September 24 at the Town Hall at 6:00 p.m.  We had a hazards inspection by the disability carrier, Downey Ins. Co. and some items found.  All were corrected with the exception of the wiring in the meeting area of the basement. Conduit is required. Railroad markings will be painted Tuesday. Our “Shovel ready” industrial site is nearly complete. Options to purchase are at the property owners. A survey is completed. Contracts for Phase 1 environmental and soil borings are being negotiated.

 

OLD BUSINESS:  The water rate increase will begin on September 1, 2009 to a base rate of $17.80 for the first 2500 gallons.  The additional rate will be $ 7.10 per 1000 gallons.

 

NEW BUSINESS:   Gene Hamm brought up the issue of junk cars, questioning insurance.  The Town Manager clarified the ordinance concerning junk cars.  The President Brian Hayes expressed the point that along with the economy and unemployment, that some are working on the cars and that it was not necessary to be a “prick” toward this issue. Any blatant issues will be looked into.

 

CLAIMS:  Claims were approved and signed.
