TOWN COUNCIL MEETING

February 27, 2009

 

CALL TO ORDER:  President Brian Hayes called the Town Council meeting to order at 6:30 p.m.

MINUTES:  Motion made by Brian Hayes, second by Kathy Kope to approve the January 23, 2009 minutes.   Motion carried. 

 

FIRE DEPARTMENT The HVFD will a Pancake/Sausage Breakfast on Saturday, March 7th from: 8:00: -11:00.  Little League sign up will be from 8:00 to 11:00 during the breakfast. The smoke detectors are on order and will be available soon.   

 

MARSHAL:   Six warnings, fifteen incidents, and three other agency incident reports were completed along with one arrest. An Operation Pull-Over Blitz will be held from March 6th to 22nd.  The emphasis will be on aggressive driving. Marshal Odom told the council of the availability of a four-year grant for a full time marshal. There are no matching funds.  The first three years will be completely reimbursed and the fourth will be budgeted by the town.  The grant is to add a full-time new position, or make full-time a part-time position.  The town could have the Deputy moved into the full-time position.  Kathy Kope motioned, seconded by Steve Smith to apply for this grant.  Motion carried.

 

UTILITY DEPARTMENT:  An illegal sewer connection was found at the residential property of 216 E. Wabash.   The occupant was addressed about the illegal connection and informed that a disconnection notice would follow is not corrected.  Superintendent Ed Miller attended a meeting in Avilla, Indiana pertaining to the problem with hydrogen sulfide and received five credit hours to apply towards operator certification.  On March 4th, Mr. Miller will attend a mosquito control workshop in Fort Wayne, Indiana sponsored by Clarke Mosquito Control Inc. Brian Hayes asked about the use of pellets for mosquito control in the spring and Ed Miller said that he would get the information.

 

CLERK‘S REPORT:  The Census Bureau is hiring census takers.  Testing will be held at Carnegie Public Library every Thursday from 5:00-7:00 pm.  The Park Board is presenting a free movie at the Town Hall, March 21st at 7:00 pm. Prairie Heights Elementary and Middle School and Pleasant Lake have been contacted about putting on Local Town Government “road show” during Municipal Week, May 11 to 15.  The next Town Council meeting is scheduled for Friday, March 27, 2009.  This is the week of Spring Break for both the Prairie Heights and MSD Angola schools.  It was recommended moving the next meeting to April 3rd.  The Town Council recommended that it be an abbreviated meeting for the signing of vouchers and the meeting will be at 5:15 p.m.  

 

TOWN MANAGER:  Four purchase orders were issued in January (January 19 to February 15) for $3,338.41, which is a total of 9 purchase orders for $4,850.25 to date.  In January 2009, 5,010 visitors looked at 11,654 pages on the Hudson web site, a 2203% increase in visits and a 176% increase in pages from a year ago.  Ammonia through the end of January averaged 50.5/mgl on 819,800 gallons of total flow.  Ammonia levels were higher than the previous month.  K.C. Music Inc. DBA Greenbrier Estates has retained a private company to plow the park.  Implementation of the “Red Flag” rule, which pertains to security of personal information in the water/waste utility billing system, was presented and signed by the Town Council.  Hudson brochure has been revised and printed and is being distributed.  Application for a grant to update railroad grade crossings signs and signals has been approved.  A letter from the president, Lyle Torrence, of the Park Board requesting that members be removed and the appointment of Brenda Mast and Andy Mast was presented.  Brian Hayes motion, seconded by Kathy Kope was made.  Motion carried. Proposals for three projects have been submitted under the Economic Stimulus Bill:

a)    Fire Hall for $ 543,000

b)    Town Hall, Utility Department, and Police for $ 730,000

c)    Wabash Lift Station Rebuild for $ 143,000

The Clerk-Treasurer and the Town Manager attended a meeting on February 27 with OCRA, BSU, and the Lieutenant Governor’s Office in Fort Wayne concerning the statewide and county project proposals.  6800 projects have been submitted and all stimulus money will flow through normal grant/loan programs.  It was highly recommended that projects continue to be developed so that construction can begin immediately upon fund release.

 

 

OLD BUSINESS: 

 

NEW BUSINESS:  The Hudson Sign at the corner of South Main and SR 4 was damaged in the recent winds and has been removed.  Estimates have been given to Croxton & Roe

 

CLAIMS:  Claims were approved and signed.
