CALL TO ORDER: In the absence of Town Council President
Brian Hayes, Kathy Kope called the Town Council meeting to order at 6:40 p.m.

MINUTES: Louise Brock
noted that there was an error concerning the junk cars. She brought up the issue of junk cars, not
Gene Hamm. Motion made by Kathy Kope, second by Steve
Smith to approve the amended August 28, 2009 minutes. Motion carried.
The first order of business was the adoption
of the 2010. After Acting President
Kathy Kope asked for public comments and there being none, she motioned,
seconded by Steve Smith, that the 2010 Budget be approved by title only, The
ORDINANCE FOR APPROPRIATIONS AND TAX RATES.
Motion carried.
FIRE
DEPARTMENT: The pump testing has been completed and the
results are:

Engine:
the pump packing on the Engine needing to be tightened down.
·
Tanker:
electronic throttle control checked and possibly re-calibrated, and we have a
discharge valve that has a bad seal.
Both
trucks did pass the test to standards. I would like to see if we can get the
valve looked at and see what it will consist of getting it fixed. The pump packing
I believe we can take care of ourselves. We have added another firefighter to
the roster, which is Brian Jones. We would like to welcome Brian aboard. We are
applying for a grant through Chevron Petroleum for some equipment, which
includes 5-inch supply hose, boots and two new Indian packs for the Grass Rig.
This is a no match grant. I would like to thank Ward for helping with this. On
October 31, following Trick-or-Treat in town; we will be having a street dance
in front of the firehouse from 7pm till 10pm. We are still discussing the event
and food to go along with this event. For the month of September, there have
been four incidents. They were as follows:

MARSHAL:
During the month of September, Thirty-four (34) warnings were issued,
twenty-one (21) citations, eleven (11) incident reports plus three (3) other
agency incidents. One arrest and one
abate were made. The Marshal received a the following press release I-69 Southbound Traffic from Michigan state
Line to Marion Exit 64 to be Intermittently Restricted Beginning Wednesday,
Sept 23, though mid-October (Oversized
loads will reduce speeds and cause traffic obstructions beginning on Wednesday)
UTILITY
DEPARTMENT: The transition from incandescent bulbs to the
fluorescent bulbs for the main street lighting has made a difference of power
usage resulting in a saving of $30 - $40 dollars. The residential illegal sewer
connection at 216 East Wabash Street has been corrected by the homeowner. Ed
Miller attended a Ground Water Rule seminar on September 16, 2009 at the Angola
Community Center. The session was related to a new federal ruling imposed by
IDEM on the total coli form sampling procedures. The fall banners have been
installed on the main street light post.

CLERK‘S REPORT: The viewing for
Art Loucks will be at Johnson Funeral Home on Sunday from 3 p.m. to 7 p.m. The funeral is Monday at 1:00 p.m. with a
funeral dinner at the Town Hall following.
Art has served the town as Fire Chief and in the Utility Department for
over 20 years. He was also a Life Time
Volunteer Fireman, serving over 50 years.
The clerk will be attending the Fall District meeting of ILMCT and State
Board of Accounts School on October 14 and 15 in Middlebury. It was recommended
those Halloween Trick-or-treat hours be set from 5:00p.m to 7:00p.m. Kathy Kope motioned, seconded by Steve Smith
to set this time.
TOWN MANAGER: Five
(5) purchase orders were issued in September (August 24-September 20) for
$606.91; Total for year to date is 59 purchase orders for $30,718.48. In August, 2009, there were 3,672 visits for
7,412 pages on the Hudson web site, 1% greater visits and 64% of last year’s
web pages. Ammonia through the end of
August averaged 42.2.3/mgl on 9580,300 gallons of total flow. Confined Feeding Operation for 851 cows and
1.5 million gallon open pit manure holding tank at the Stockwell farm has been
approved by IDEM. Drainage work is complete with the repaving of the road to be
at county expense. There has been no
word yet on any of the remaining grant applications. The Planning Commission meeting was
re-scheduled for October 1st at the Town Hall at 6:00p.m. “Shovel ready” industrial site: Options to purchase are completed and
recorded. Survey requirements completed.
Phase 1 environmental survey and soil borings have begun. The town
office has received notification of Chemtura Corporation, et al
(Bio-Lab) bankruptcy notice.
OLD BUSINESS: None
NEW BUSINESS:
Mark Phillips asked if the blocking of the Halloween
party and dance could be to the south of the fire barn. They will be having Halloween festivities at The Bank on Oct. 31 and would like for
their patrons to be able to use the Main Street parking. The fire department will oblige. Louise Brock brought up her ire with water
usage by the fire department and Brian Hayes’ usage of a hydrant to clean off a
manure loader. She was advised that the
water usage issue was some months back and that it had been rectified. She also questioned the need to ask the Ball
League concerning remuneration for added water and sewage rates during summer
activities. Even though this was
discussed with Mr. Johnson, there was no action taken.
