October 23, 2009
CALL TO ORDER: The
Town Council President , Brian Hayes, called the Town
Council meeting to order at 6:30 p.m.

moved, seconded by Brian Hayes to approve the September 25, 2009 minutes. Motion carried
FIRE DEPARTMENT: The
Chevron grant was denied due to not being in the Richmond California area. This
was not specified in the grant application. We will be looking into other
options for grants for equipment. We started our Mandatory Firefighter and Basic
Firefighter classes on October 17 and they are going very well. After Trick-or-Treat, the fire department will
be having a street dance from 7:00 p.m. to 10:00 p.m. If weather becomes a
problem, it will be moved to the Community Center. Food and drinks will be
available. November 14,
the fire department will be having our Christmas auction at the Town Hall. This
will start at 1:00 p.m.
There were 3 runs for the month so far:

2 medical assist
·
1 automated fire alarm in Ashley
The President inquired about
the needs of the fire department. Bill
noted that one of the requests in the grant was for 5” hose. Some areas of the town are not as well
covered. The town manager suggested that
the town purchase the hose and wait on the grant. Hayes motioned, seconded by Kope to purchase
the hose, unanimously approved.
MARSHAL: During the month of October, fourteen (14) warnings
were issued, eight (8) citations, twelve (12) incident reports plus two (2)
other agency incidents. There were no
arrests. Several Hudson residents have found a third party billing on their
telephone bills for IDL. You do have to
contact Century Link to have removed.
The Marshal will be attending ARIES training on Oct 29.
UTILITY DEPARTMENT: Ed attended a safety seminar on October 23 2009, held at the
Kruse War Victory Museum in Auburn, IN.
The
following salt and sand quotes for 2009-2010 were received:

Irving Sand and Gravel Inc. quote will be the
same as last year’s price. A 50/50 sand and salt mix @ $135.00 per ton.

Klinks Sand and Gravel Inc. price quote as
follows:

Geo-Salt
/ Sand 50/50 mix $
68.50 per ton

Straight Geo-Salt $120.00 per ton
The council
agreed to go with the GeoSalt/Sand 50/50 mix.
The leaf vacuum is scheduled for November 24th and 25th,
the Tuesday and Wednesday prior to Thanksgiving.

CLERK‘S REPORT: The clerk attended the Fall
District meeting of ILMCT and State Board of Accounts School at Middlebury on
October 14th and 15th.
Halloween Trick-or-treat hours were set for 5:00-7:00 p.m. on Saturday,
October 31st. The
clerk-treasurer is looking at other investment areas for the Major Moves
fund. Current interest rate is yielding
$1.63 on $329, 364, 97. The next Town Council meeting is scheduled
for Friday, November 27, the day after Thanksgiving. It was suggested that the meeting be held on
Friday, December 4, 2009. The board
agreed.
TOWN MANAGER: 10 purchase orders were issued in
October (September 21 – October 18) for $ 4,718.74. Total for year to date is
69 purchase orders for $35,429.22.In September, there were 4,277 visits for
7,007 pages on the Hudson web site, 1% fewer visits and 58% of last year’s web
pages. Ammonia through the end of September averaged 43.0/mgl on 10,296,300
gallons of total flow for the year. For
the month, the average was 58.7/mgl on 23,867 daily flow.
There has been no word yet on any of the remaining grant applications. Railroad crossing grant is closed and
awaiting funds. National Serv-All, garbage collection, has offered to extend
the current contract through 2010 at the current rate ($ 10.10) or renew at
$10.10 (2010), $10.30 (2011), $10.50 (2012) and $10.72 (2013), annual 2%
increases. Kathy Kope motioned, seconded by Steve Smith to lock in the four
year quote from National Serv-All, unanimously
approved. Embarq has joined with
CenturyTel to form a new company – CenturyLink.
No change in services as it is a name change following combination of
the two companies. Steuben County is forming a “Complete Census Committee” and
the first meeting is October 29 at 9:00 a.m. R. S. Smith and Associates, agent
for Dollar General, has purchased property and intends to build east of Family
Dollar. Their sign company has requested
a variance on both the wall sign and the pole sign. The necessary BZA meeting is scheduled for
November 9, here at the Town Hall, at 6:00 p.m. “Shovel ready” industrial site:
Options to purchase are completed and recorded. Survey requirements completed Phase 1
environmental survey and soil borings have begun.
OLD BUSINESS: Gene Hamm mentioned that the ditch on Third
Street to Wabash is sinking and need attention.
The ditch repair on Fourth and West Parsonage has been successful.
NEW BUSINESS: None
CLAIMS: Claims were approved and signed.
