TOWN COUNCIL MEETING

May 22, 2009

 

CALL TO ORDER:  President Brian Hayes called the Town Council meeting to order at 6:30 p.m.

MINUTES:  Motion made by Kathy Kope, second by Brian Hayes to approve the April 24, 2009 minutes.   Motion carried. 

 

FIRE DEPARTMENT:  The water tank on Engine 102(750 gallons) had to be repaired due to a seam splitting.  APR Plastic Fabricators in Ft. Wayne repaired this and several other problems at a cost of $850.00. The firemen are putting the truck back together to put back in service.  Two AFG (Assistance to Firefighters Grant) are completed and submitted. Due to the population served, both require a 5% match.

q  PPE Grant for 6 sets of turn out gear, 4 new air packs, updating 9 current air packs to the current NFPA standards and a total of 24 new carbon air cylinders for the air packs.  The carbon air bottles are much lighter than the current ones.  These reduce stress to the firefighters.  The new standard calls for an integrated pass device that indicates and alarms a downed firefighter.  The grant was in the amount of $51,440 with a $2,572 match.

q  Vehicle grant is for a Quick Attack Brush Truck to be used as a replacement for the 1985 Hummer presently in service.  The new truck being looked at will be safer, hold more water, and provide a larger pump rating.  This grant was in the amount of $138,000 with $6,900 match.

A chicken BBQ is scheduled for June 20th starting at 11:00 a.m. at McKee’s parking lot. 

 

The HVFD had a total of 9 runs thus far in the month of May.

2.    1 Stand By For Other Fire Departments

3.    3 Medical Assist Runs

The Fire Department would like to thank the Police Department for their response on runs, particularly on medical assists.

 

MARSHAL:  Twenty-nine warnings, thirty-nine citations (7 for FTA), nineteen incident reports, and three arrests were made during May.  May 15th to May 31 marks the beginning of Operation Pull Over Blitz 59, Seat Belts-Click it or ticket. 

 

UTILITY DEPARTMENT:  The ULV mosquito sprayer was tested and re-certified by the Clarke

Mosquito Control, Inc. on May 9th in Fort Wayne.  Ed Miller attended ground water/sanitary survey

Rule training seminar held on May 8th in Waterloo, Indiana.  Five CCH credits were attained towards

the water operator certificate.  . 

 

CLERK‘S REPORT:  The Ashley-Hudson Town Wide Yard sales and Clean Up is completed.  The Clerk-treasurer attended the IACT Budget and Clerk-Treasurer School on May 6 and 7 in Indianapolis.  The Annual ILMCT Conference and State Board of Accounts in French Lick is scheduled from June 14th to 18th.  The State Board of Accounts meeting is a required meeting.  Hudson received and accepted the final budget recommendations from the Department of Local Government Finance with a maximum levy of $108,919.

q  General Fund, $207,337, reduced by $6,933.  (EMC Insurance, Police Car)

q  Local Roads and Streets, $5,726, reduced by $512)

q  Motor Vehicle Highway, $51,703, reduced by $610. (Assistant Supervisor)

q  All other approved.

The certified levy for the TIF District for 2009 is $7,654.  The next Town Council meeting is scheduled for Friday, June 26, 2009.

 

TOWN MANAGER:  Seven purchase orders were issued in May (April 20 to May 17) for $13,029.68 and a total of 33 purchase orders for $23,938.74 to date.  In April 2009, 3792 visitors looked at 9,903 pages on the Hudson web site, a 138% increase in visits and a 140% increase in pages from a year ago.  Ammonia through the end of April averaged 33.4/mgl on 5,869,300  gallons of total flow.  A 61” Scag with 35hp Briggs & Stratton was purchased from McKee’s Garage. The Town Manger and Fire Chief attended a Fire Territory/Fire District on April 30 at the Noble County Public Library. The establishment of a fire territory appears to be a good direction to go and is being explored.   Three quotes for stumps (9) and tree removal have been received.

1.    Auburn Tree Service $1,020

2.    Hossinger Stump Removal $650.  No clean up, no tree removal

3.    Mm Tree Service $1125

The Town Council accepted the quote from Auburn Tree Service.  No information on any of the project proposals under the Economic Stimulus Bill has been received.
