TOWN COUNCIL MEETING

June 27, 2008

 

CALL TO ORDER:  President Brian Hayes called the Town Council meeting to order at 6:30 p.m.

MINUTES:  Motion made by Brian Hayes, second by Kathy Kope to approve the May 30, 2008 minutes.  Motion carried. 

 

FIRE DEPARTMENT:  The fire department is getting prepared for the Ashley-Hudson festival.

 

MARSHAL:   The Marshal expressed concern about ways to check on our senior adults in our community and how to make sure that they are ok.

 

UTILITY DEPARTMENT:  The Hudson Water Utility CCR will be distributed by July 1.

 

CLERK‘S REPORT:  The Town of Hudson hosted the Northeast Corner IACT Roundtable at the Potawatomi Inn, June 25, at 6:00 pm. 2009 budget preparation was discussed, as well as the impact of changes in the tax restructuring.  The Governor has released $620 million in homestead credits in advance of property tax statements.  Steuben County will receive $2,509,419.  This is usually released 2 weeks after property tax bills are mailed but only 6 counties out of the 92 have sent out tax bills.  The Hudson Town Offices will be closed on Friday, July 4.  The Clerk-Treasurer attended the required SBOA School from June 9-June 12 at Evansville. The Town Council meeting scheduled for July 25th conflicts with the Ashley-Hudson 8th Annual 5K & 10K Classic Run.  The clerk made a recommendation that the next Town Council meeting be moved to Thursday, July 24th at 6:30.  The council approved the change. 

 

TOWN MANAGER:  Five purchase orders were issued in June (May 19 to June 22) for $1,516.45.  The total for the year: 36 purchase orders, $31,033.47 total.  In May, there were 4513 visitors looking at 9106 pages on the Hudson web site, a 377% increase in visits and a 297% increase from a year ago.  Ammonia levels in waste water through the end of May averaged 31.2/mgl on 7,623,000 gallons of total flow. Wastewater flows were down in May and ammonia levels were higher. The SAFER Firefighter reference and background checks are nearly complete, awaiting one police report.  Specifications are being revised on the Fire Hall project and the bid opening will be rescheduled.  The playground equipment has been assembled and is awaiting the mulch and good weather to complete site work.  July 12th beginning at 8:00 a.m. is scheduled for a “Clean-up Day” for the site of the Ashley-Hudson Festival on the Cinder Path.  Any help will be greatly appreciated and food and drink will be provided.  The Planning Commission meets immediately following the Town Council meeting.

 

OLD BUSINESS:    None

 

NEW BUSINESS:   The Town Manager made a presentation concerning the income and expenses of the water department from 2003 to 2007 which indicated a total loss during the period of $66,282.71.  From 2003 to 2007 receipts have shown a change of $12,920 (18.9%) or an annual increase of only 3.8%.  This is in part due to a 9.1% decline of residential customers.  The expenses for this same period reflect a change of $26,052 (27.7%) or annual increase of 5.5%.  Discussion followed.
