TOWN COUNCIL MEETING

July 20, 2007 

 

CALL TO ORDER:  President Sean Walker called the Town Council meeting to order at 5:00 p.m.

Attendees:  Betty Hamm, Anna Platt, Marlene Smith, Steve Smith,  Robin Hayes, Trina Pollock, Louise Brock, Aaron Pollock, Bryan Warstler, Sarah Odom, and Kathy Kope.

 

MINUTES:  Motion made by Brian Hayes and seconded by Sean Walker to approve the June 22, 2007 minutes.  Motion carried.  .  

FIRE DEPARTMENT:  The HVFD will have a breakfast on Saturday, August 4th from 6:00 am to 10:00 am for the Ashley-Hudson Festival.  They will also see that the streets are washed before the parade.  The pole for the emergency siren is here and they will check with Matt Lorntz for the wiring.  The pole will be set at the Town Hall.

MARSHAL:  The Marshal’s office will receive $60,000 for the Steuben County OPO-DUI program which of which he is the administrator.  The department received a free Dell D520 Latitude laptop from EMA.  Funds have been received from the Wal-Mart Grant and DNA ID kits are on hand and will be part of the activities at Hardy Park on the afternoon of the festival.  The department is awaiting the CEDAP and Tech Transfer Grants

UTILITY DEPARTMENT; The wastewater flows remain low and ammonia levels maintain a lack of consistency.  The autistic child area signs have been erected on Dole Street.  The wood by the railroad tracks has been removed.  All previously known illegal drain connections have been repaired and inspected.  The lease-purchase of the 2004 Ford F450 dump truck is completed and the title has been received.  Hudson’s 2006 Consumer Confidence Report was distributed at the end of June by delivery door to door.

CLERK‘S REPORT:  Review of two sources of utility billing to correct areas noted in SBOA Audit continues. The clerk-treasurer distributed the revised and re-submitted ordinance on skateboards and similar devices for the Town Council’s approval.  Brian Hayes expressed concern for the real need of this ordinance and felt very strongly that government was getting too involved in the legislating of rules and restrictions on the people.  He made it clear that he did not intend to usurp the Marshal’s office and the job that they were doing for the town.  If the problem was in the park, then possibly signs should be posted and enforced.  Aaron Pollock also expressed concern that the revisions were still too restrictive.  If skateboarders, etc. are abusing and causing a safety hazard for pedestrians on Main Street, parents should be notified.  If the abusers continue then citations should be issued.  After further discussion from the audience, the board suggested signs be posted at the park and try this first before they pass an ordinance.  It is time to prepare the 2008 budget.  If the council has any budget changes/recommendations, they should be ready for the next Town Council meeting on August 24.  The first budget hearing is scheduled for September 7th and final budget adoption for the Town Council meeting September 21st.  The clerk-treasurer asked that all council members be sure that they would be in attendance for these meetings.   The Ashley-Hudson Festival meeting is on Tuesday, July 24th at 6:00 pm in the Ashley Town Hall.  The next Town Council meeting is scheduled for Friday, August 24, at 5:00 pm in the Town Hall.  The Ashley-Hudson Festival 5k & 10K runs are scheduled for 6:15 pm. registration on July 27th and the race starting at 7:00 pm.

 

TOWN MANAGER Seven Purchase orders were issued in July (June 18 to July 15) for a total of $1,730.36.  YTD:  53 for $34,216.49.  In June, 2,806 unique visitors looked at 6,537 pages on the Hudson web site. Excavation for the Family Dollar on SR 4 east of Main Street has begun.  They expect to have footers poured for the new building within the week.  Trees provided by the EAB grant were inspected on July 6.  Minor changes were required and all were completed.  The Park Board meets on September 8, at 9:00 am at the Town Hall.  Marc Cohen, VP, LongView Communications has verbally agreed to the transfer of property to the town. The Town Attorney has information and is preparing necessary transfer documents.  Revisions are in process due to recent changes in the state statutes concerning abandoned vehicles and fireworks.  The Town Manager attended IACT’s Budget workshop on June 26, in Plymouth.  On August 7 or 8, a site visit will be made to Hudson concerning the OCRA Block Grant for the fire hall.

 

NEW BUSINESS:  Louise Brock brought up how unsightly and confusing the handicap painting was on Main Street.  With the approaching Ashley-Hudson Festival, this should be corrected.  A motion was made by Sean Walker, seconded by Brian Hayes to get the necessary blue paint, and do whatever necessary to remedy the situation.  Louise Brock also asked about the transfer of funds from the Main Street Restoration Committee to the fireworks for this year.  The audience informed her that all the funds were donations.  Sarah Odom told the board a group was being formed, The Hudson Auxiliary, to have events to raise funds for the proposed new fire station and then to help with air-conditioning and a kitchenette for the Town Hall Community Center.  Applications will be given for those interested.  The Town Council thought this was a great idea and wished them success.

 

CLAIMS:  Claims were approved and signed.
