TOWN COUNCIL MEETING

September 21, 2007 

 

CALL TO ORDER:  President Sean Walker called the Town Council meeting to order at 5:05 p.m.

Attendees:  Marlene Smith, Steve Smith, Anna Platt, Betty Hamm, Lyle Torrence, Trina Pollock, Kendra Warstler, Bryan Warstler, Sarah Odom, Bill Ebert, Ed Miller and Kathy Kope

 

MINUTES:  Motion made by Gene Hamm and seconded by Sean Walker to approve the August 24, 2007 minutes.  Motion carried.    

 

FIRE DEPARTMENT:  Matt Lorntz will set the pole and wire the siren.  The firemen will have a carryout Chicken Bar-B-Q Saturday, September 22nd at McKees.  It will begin at 11:00 a.m. Chief Warstler asked that when a new business comes to Hudson that the fire department is asked to review the plans to determine their fire protection. 

 

MARSHAL:   Several warnings were given to truck drivers concerning seat belts.

 

UTILITY DEPARTMENT: The installation of a lift station for the new Family Dollar will be the responsibility of the town.  The cost will be around $1,000.  Ed Miller requested the purchase of a combination pole prune/trimmer combo.  The cost will be approximately $200 and will be purchased from McKees Garage.  The Council approved the purchase, motion by Sean Walker, second by Gene Hamm.  Ed Miller indicated that he had checked the trees at or on the right-of-way on Fourth Street and there were no problems.  Gene Hamm objected, saying that there were new trees on the right-of-way.  Following discussion, there will be additional inspection.

 

CLERK‘S REPORT:  Continuing the review of two sources of utility billing to correct areas noted in SBOA Audit continues. According to a recent e-mail from the County Auditor, it appears that the first draw from the August 16 property taxes will be around October 5.  Eighty thousand dollars of the Major Moves money was invested in a 6-month CD to mature on March 3, 2008.  It was invested at 5.15%.  The local rate was 3.62%.  The clerk-treasurer read: Ordinance No 07-01 AN ORDINANCE TO AMEND THE HUDSON, INDIANA, CODE PROVIDING FOR THE PROHIBITION OF TOBACCO USE IN THE TOWN HALL.  The President asked for any questions from the floor.  Marlene Smith questioned whether this pertained to town vehicles.  The ordinance only pertains to No Smoking in the Town Hall, Community Center, and town offices.  Having no more questions, a motion was made by Gene Hamm, seconded by President Walker to pass this ordinance.  President made a motion to adopt this ordinance on the 2nd and 3rd by title only.  Motion seconded by Gene Hamm.  The second reading by title only was moved by Sean Walker, seconded by Gene Hamm.  The third reading by title only was moved by Gene Hamm, seconded by Sean Walker. The 2008 budget was presented to the council.  President Sean Walker moved, seconded by Gene Hamm to accept the 2008 budget.  The motion passed unanimously by the council.  The clerk-treasurer will be attending the ILMCT District meeting on October 17 and 18 in Middlebury.  The next Town Council meeting is scheduled for October 26, Friday, at 5:00 pm, at the Town Hall.

 

TOWN MANAGER:  Four purchase orders were issued in September (August 19 to September 16) for a total of $759.33.  YTD:  64 for $36,638.65.  The skateboard ordinance has been revised and will be presented to the Park Board.  Excavation for the Family Dollar on SR 4 east of Main Street is completed, footers poured and blocks being laid. Marc Cohen, VP, Long View Communications has verbally agreed to the transfer of their property to the Town.  Town Attorney Jon Owen has the information and continues to prepare the necessary transfer documents.  Revisions due to recent changes in the state statutes concerning abandoned vehicles and fireworks continue.  The Park Board meets on September 24, at 7:00 pm at the Town Hall.  A Hudson Halloween Festival is planned for October 27 from 7:00 am until 10:00 at the HVFD and Hardy Park.

 

NEW BUSINESS: Councilman Hamm asked what could be done about a garage falling in at 312 South Main.  Brian Hayes reminded him that this was on private property.  The Town Manager will check into provisions of the unsafe buildings and the present owner or mortgage holder will try to be found.  Trick or Treat will be held on October 31 from 5-7.  The Town Manager will contact Indiana Northeastern Railroad Company so that railroad crossings are not blocked at this time.

 

CLAIMS:  Claims were approved and signed.
