The Park Board met
on Friday, November 2, 2007, at Hardy Park.
Those present were Guy Logan Lepley, Steve Smith, Randy and Natalie
Depew, Anna Platt, Gene Hamm. Marlene Smith, Sean Walker, Betty Hamm, Larry
Johnson, Louise Brock, Bill Ebert. Jim O’Quinn, Trina Pollock, Linda Lepley,
Robin Hayes, Alexis Minier, Lyle Torrence, Brian Hayes, Ward Odom, Atta Hayes, Dacota
Doehrman, Randy Batchelder, and Caleb Doehrman.
President Chad Minier called
the meeting to order at 4:10 p.m. A purpose
of meeting at the park was to visualize the amount of area the favored play
equipment would need. Areas were staked
out with a 36’ x 38’ perimeter, based on the last playground equipment proposal
from Indiana Recreation, and a 30” x 30’ perimeter. The young people present expressed the fact
that one piece of equipment, the slides, duplicated other equipment. Other comments centered on other needs in the
park. President Minier referred to the
March 10, 2007 minutes requesting the Town Manager to seek out a grant that
could be used toward beautifying the park and needed improvements such as
backstop, fencing, ramp to pavilion, wall at concession stand, as well as new
play equipment. Following discussion, Anna Platt made a motion to table any
decisions until more information could be gathered concerning reducing the
costs by downsizing the play equipment to fall in the range of $12,000-$16,000
leaving money to pursue other improvements.
Louise Brock seconded the motion.
All voted Aye with no nays.
A motion was made by Anna
Platt to accept the October 8, 2007 minutes.
Gene Hamm seconded the motion.
The motion carried.
An written appeal concerning trees that had been planted
in the town right-of –way was presented by Guy Lepley to the Park Board. In
essence, his appeal states that should the town ever open or improve Fourth
Street, he would remove the trees at his expense and would not plant any more
trees in the right-of-way. After discussion, President Chad Minier made the
motion to accept this appeal, seconded by Anna Platt. In favor were: Chad Minier, Anna Platt, Brian Hayes, Sean
Walker, Larry Johnson, and Tatsy Hayes.
Opposed were: Louise Brock, Betty
Hamm, and Gene Hamm. Motion
Carried. Louise Brock then made a motion
that a recommendation go to the Town Council to rescind the Tree Ordinance even
though procedures were followed in the appeal but no action was taken. This was seconded by Anna Platt. After discussion, a vote was taken on the
motion. Voting Aye:
Betty Hamm, Gene Hamm, and Anna Platt. Voting Nay: Chad Minier, Sean Walker, Brian Hayes, Larry
Johnson, and Tatsy Hayes. Louise
Brock abstained.
Due to the time of the Town
Council Meeting, Chad motioned the meeting be closed. Motion seconded by Anna Platt. Next meeting will be scheduled when
additional information on costs is developed. Meeting adjourned.
